Western States Reclamation, Inc. (WSRI) has been in business as a leading environmental contractor and continues to grow and expand its services both horizontally and vertically. WSRI is a very diverse company which currently offers land restoration, revegetation, storm water management, aerial revegetation services, wetlands construction, earthwork services, and landscape / irrigation construction. Chenoweth & Associates Environmental Consultants, LLC (C&A) is our consulting sister company. On many occasions C&A and WSRI work together to offer design build services. Landscape and Irrigation Techs

WSRI is seeking experienced Landscape and Irrigation Technicians to install commercial landscape and restoration projects.  Projects will entail temporary/permanent irrigation installation, woody plant installation, wetland plant installation, seeding, sod installation and erosion control product installation. Project sizes vary from $50K to $4M for a single contract. This is an exceptional opportunity offering excellent compensation and benefits package for the right individuals.

Position requires:

  • 1-3 years of Landscape and Irrigation experience.
  • Excellent safety record.
  • Ability to lead small crews.
  • Ability to read and communicate plans and specifications.
  • Ability to communicate in English and Spanish is a plus.

 

Equipment Operators

WSRI is seeking experienced Equipment Operators. Experience with farm equipment and/or heavy equipment such as track-hoes, wheel loaders, box scrapers, mini-excavators, and skid-steers is required.

Position requires:

  • Class A CDL a plus.
  • Excellent safety record.

 

Foremen and Foremen Trainees

We seek Foremen and Foremen Trainees’ to help manage projects that entail seeding, sodding, erosion control product installation, woody plant installation, wetlands plantings, and temporary/permanent irrigation system installation. Project sizes vary from $50K to $4M for a single contract. Machinery typically used on our projects consists of skid steers, farm tractors, loaders, track hoes, dozers, and front-end loaders.   • 2-5 years of commercial irrigation experience.
  • Ability to control schedules and budgets.

Superintendents

We seek experienced Superintendents to manage multiple crews on projects that entail seeding, sodding, erosion control product installation, woody plant installation, wetlands plantings, and temporary/permanent irrigation system installation. Project sizes vary from $50K to $4M for a single contract. Duties include supervision of crews numbering in size from 4 to 25 employees. Machinery typically used on our projects consists of skid steers, farm tractors, loaders, track hoes, dozers, and front-end loaders. Position requires:

  • Minimum of 5 years of commercial landscape construction and irrigation experience.
  • Excellent safety record.

Entry Level Estimators

This position requires an individual who can work in a fast-paced environment experiencing growth and constant change. The candidate must be able to assist with the management of landscape, irrigation, and reclamation jobs assigned by management.

Position requires:

Project Managers

This position requires an individual who can work in a fast-paced environment experiencing growth and constant change. The candidate must be able to assist with the management of landscape, irrigation, and reclamation jobs assigned by management.

The number of projects and size of projects vary.  The anticipated bid range of projects is from $20,000 to $4M. The project manager is responsible for:

  • Oversee assigned projects.
  • Strive for profitable projects by managing material budgets, crew activity, client communications, etc.
  • Meet deadlines and job specifications.
  • Scheduling and deliveries.
  • Prepare RFI’s and change orders as required.
  • Develop and maintain strong relationships with clients.
  • Maintain adequate and accurate job records which serve other departments and expedite the flow of paperwork within the company.
  • Maintain high-quality standards of workmanship expected within the industry and the high quality that Western States commits to and delivers to their clients.
  • Complete progressive updates of company safety standards and operational procedures.
  • Maintain company safety standards and compliance with OSHA, MSHA, and DOT regulations.
  • Complete monthly project invoicing.

Sr. Estimator/PM

Position Objective

WSRI is expanding into earthwork services as part of our desire to offer turnkey land reclamation and revegetation services for oil & gas pad and road reclaims, wetlands construction, and stream channel restoration.

Our continued expansion into this area requires addition of a Senior Estimator with significant experience in earthwork for land reclamation projects. There are two very different types of projects that the Senior Estimator must be able to successfully handle. Stream Channel restoration, wetlands construction, and detention pond construction projects typically contain very detailed plans and specifications complete with cross sections and cut/fill information.

Interim and final reclamation of oil & gas developments require the ability to perform infield calculations of earthwork cut/fill volumes required to bring access roads pads, and mud pits back to Approximate Original Contour (AOC), including re-establishing drainage channels. Oil & gas reclamation projects typically range in size from 5,000 to 100,000 cubic yards of cut/fill. Equipment typically utilized consists of dozers, loaders, track-hoes, haul trucks, and blades. Scraper work may be pursued in the future. Anticipated and desired volume of earthwork for 2017 is $4M and $7M for 2018. The Senior Estimator will be responsible for bringing in a minimum of $7M of work annually on their own and another $10M with the assistance of four PM/Estimators. The Senior Estimator will be trained to bid the company’s current core revegetation services.

Essential Job Functions

Responsible for bringing in a minimum of seventeen million dollars ($17M) in projects annually.  The number of projects and size of projects vary.  The anticipated bid range of projects is from $20,000 to $5M. The Senior Estimator is responsible for:

  • Completing accurate bids and develop budgets for field personnel.
  • Identify angles to increase production efficiencies and negotiate material quotes with vendors to increase
  • Identify angles to increase production efficiencies and negotiate material quotes with vendors to increase percentage of take for projects bid.
  • Track upcoming projects to bid through various construction bid websites, invitations from clients/General Contractors, and leads generated through the sales manager.

  • Effective supervision and management of subordinate staff.
  • Prepare RFI’s and negotiate change orders.
  • Maintain 12-month forecast spreadsheet of work on hand.
  • Analyze bids that are lost to identify areas where costs could have been reduced, improving future bid success.
  • Work with the Controller to analyze all completed projects budget to actual materials, labor and equipment results and identify areas where cost savings could have occurred, then set procedures to carry those improvements forward.
  • Preparation of Prequalification Bid Packages.
  • Work with Controller to ensure estimating cost codes link to accounting job cost codes.

Qualification Requirements

5+ Years of Senior Estimator experience in the area of earthwork and civil work (preferably reclamation type projects). Experience with bidding wet excavation and dewatering projects. Prefer individual with experience in estimating revegetation, and erosion control.

Computer Proficiency: Windows, Microsoft Word and Excel, and Primavera or Microsoft Project Manager. Preference given to individual with Bid2Win Estimating Software or comparable estimating software experience.

B.S. Degree in Civil Engineering, Construction Management, or related field.

Operations Manager

Position Objective

WSRI seeks a qualified individual to manage all estimating and field operations for land restoration, storm water management installations, earthwork, and landscape/irrigation construction.  Projects are located throughout the western U.S. and range in size from $50K to $5M single contract volume.  Requires ability to lead and manage several project managers, estimators, general superintendents, etc. in the corporate headquarters and two satellite offices.

Essential Job Functions

Successful candidate must have at least 5 yrs. of previous operations manager experience in heavy highway/civil or reclamation field with exceptional knowledge of project estimating procedures.  Must have excellent writing/oral skills, leadership skills, and keen negotiating skills.  Position requires B.S. Degree in Civil Engineering, Construction Management, or Environmental Sciences.
